The Hay Inclined Plane: From Industry to Heritage
Perched above the River Severn, the Hay Inclined Plane remains one of Britain’s finest feats of early industrial engineering. Completed in 1793, it connected the Shropshire Canal to the Coalport Canal, creating a vital link between the industries of Blists Hill and the River Severn far below.
The Race to Build the Incline

When plans for the Shropshire Canal reached the Severn Gorge in the early 1790s, engineers faced a daunting question — how to drop more than 200 feet from the plateau at Blists Hill down to the river below. The company directors invited proposals for the task, sparking a quiet competition among some of the best industrial minds of the age.
Several schemes were put forward, including steep flights of locks and water-powered lifts, but it was William Reynolds who broke convention. His idea used twin iron rails and wheeled cradles, powered by a steam engine rather than water or horses. The directors approved his design in 1792, impressed by its efficiency and by Reynolds’ growing reputation as a practical visionary.
By the following year, the Hay Inclined Plane was complete — a triumph of imagination that outpaced its rivals and set a new benchmark for canal engineering across Britain.
Engineering Ingenuity
The incline was operated by a small team of just four men. Barges and narrowboats were transferred up and down a 1-in-4 gradient on wheeled cradles running along twin railway tracks. At its peak, the system could move up to six barges an hour — the equivalent of 27 traditional canal locks.

The Shropshire Union Canal’s distinctive tub boats were 20 feet long and carried five tons each. At the lower basin, rails disappeared beneath the water so the cradle could float under the boat. Once loaded, a winding drum and steam engine drew the cradle up the slope, counterbalanced by an empty boat descending the opposite track. The mechanism, simple yet brilliant, made the Hay Incline one of the most efficient transport systems of its time.
The twin-cylindered beam engine that powered it was designed by Adam Heslop, a Cumbrian engineer who came to the Coalbrookdale area in the late 18th century to work under Reynolds. His engine — with one “hot” cylinder and one condensing cylinder — was an early milestone in industrial steam design.
A Legacy of Innovation
For nearly a century, the Hay Inclined Plane bustled with activity, carrying coal, iron, and clay between the canal network and the River Severn. It was the lifeline of Coalport’s industries: the china works, the tile factories, and the iron foundries that helped shape Britain’s industrial story.

But by the late 1800s, railways were taking over. The incline fell silent in 1894 after more than 60 years of service. A rare photograph from the early 1900s shows the site overgrown but still recognisable, the rails glinting faintly beneath the weeds — a ghost of its former purpose.
Decline and Rediscovery
In the decades that followed, the incline was left to the elements. By the 1950s it was largely buried under soil and brambles. Local historians and enthusiasts began to take notice, and in the 1960s and ’70s the first efforts to clear and record it began.

Volunteers and Venture Scouts helped uncover the line, laying new tracks as part of a community restoration project in the early 1970s. Their efforts, guided by Friends of the Museum and local engineers, revived the structure as a proud reminder of Shropshire’s industrial ingenuity.
By 1975, much of the incline had been relaid. In 1977, it was designated a Scheduled Ancient Monument — recognition of its national significance.
Preserving the Past
The Ironbridge Gorge Museum Trust, founded to protect the area’s industrial heritage, has continued that work. In recent years, the Trust has carried out a major conservation project at the Hay Inclined Plane, funded by Arts Council England’s Museum Estate and Development Fund (MEND).

The works have included vegetation clearance, removal of self-seeded trees from the canal basin, graffiti cleaning, and replacing failing concrete capping with turf. The historic Winding House and bridge over the Silkin Way have been repaired, moss has been cleared from the sleepers, and new visitor steps and handrails have been installed.
Karen Davies, Interim CEO of the Ironbridge Gorge Museum Trust, said:
“Visitors can now see the Hay Inclined Plane in all its glory. We hope they’ll picture the hive of activity that once filled this place, and rediscover one of the greenest, least-known corners of the museum site.”
Volunteer Paul Green, who leads guided walks at the site, captures its enduring fascination:
“The genius of the Incline Plane is that it took just four minutes to move tons of goods from the world’s most advanced ironworks high up in Blists Hill down to the River Severn. It’s more than technology — it’s a story of big ideas and people who dared to reimagine the world.”
An Enduring Symbol
Today, the Hay Inclined Plane stands quiet again — rails softened by moss, stone walls framed by trees. Yet it remains a living monument to the spirit that built Ironbridge: a blend of boldness, craft, and community. From its first steam-driven haul in 1793 to its restoration more than two centuries later, the incline embodies the heart of the Industrial Revolution — and the power of people determined to preserve it.
